Town of Sprague, Sprague, Connecticut

The Town of Sprague is working to redevelop this former mill site. This has included completion of Phase I and II Environmental Site Assessments (ESAs). Paul Burgess, LLC is under contract with the Town for design and oversight of hazardous materials abatement of the remaining mill structure.

The site was formerly occupied by a massive textile mill that burned and was destroyed several years ago.  The village of Baltic was built to support the workers at this former mill.

The Phase I ESA identified several areas of concern, including the following:

Former Underground Storage Tank
Former Transformers
Fill
Past Chemical Handling and Waste Management
Possible Old Disposal Areas
Building Materials Containing Asbestos and Lead

Paul Burgess was the Project Manager for the Phase I ESA. These findings precipitated the Town applying to EPA and obtaining funding for a Phase II Targeted Brownfields Assessment Grant, which was completed by EPA.

The Town obtained a $200,000 EPA Cleanup Grant for asbestos abatement of Building 10. Paul Burgess, LLC and Eagle Environmental, Inc. are designing and overseeing the hazardous materials abatement design. Paul Burgess is the designated Licensed Environmental Professional for this site.
